Out of State Applicants IMPORTANT NOTE: Out-of-State applicants are required to have passed the Test of Academic Proficiency – TAP (400) test AND a content area (e.g. Elementary/Middle Grades or other content area) test before a provisional license will be issued. Special education teachers will also need to have passed the special education general curriculum test. It is important that you pay attention to the test dates as they are not offered over the summer months. You need to plan ahead in order to ensure that you will be licensed and eligible for employment. It is also our recommendation that you not attempt to transfer out of state test scores as this can be a very long process and may delay issuance of a license (and eligibility for a position). Please refer to the ISBE Educator Licensure Information System (ELIS) as well as the Illinois Licensure Testing System website for test dates and registration.
